Kickstart Gateway for Local Businesses and Charities 


 

The Government's Kickstart Scheme aims to create placements for 16-24-year-olds, who are currently receiving Universal Credit to work 25 hours a week over a 6 month period. This post will be funded completely by the Government, this includes employer National Insurance contributions and automatic enrolment contributions. The National Minimum Wage rate will be paid to young people based on their age entitlement. 

The great news is that this opportunity is open to all organisations within the voluntary and private sectors regardless of size. Kickstart is giving young people the opportunity to get their careers started, and gain valuable experience as part of that career journey. 

CommUNITY Barnet has been appointed by the Government as a Gateway, this means we will act as an intermediary for companies and organisations to group together with their placement requests and submit the required 30 placements per submission to the Government porthole.

To help you prepare, here is a word document detailing the information you will be required to supply. Please do not submit your application on this word document as we will not be able to accept it, this is merely a guide. 

Please ensure you have all the information together and to-hand as it is not possible to return to the form once you have submitted your information.

CommUNITY Barnet will be submitting applications on a monthly basis,

The dates of submission are Wednesday 28 October 2020 | Monday 18 November 2020 |  December dates to be confirmed. 

Employers can spread the start date of the job placements up until the end of December 2021.

Top tips for writing your application 

The job placements created with Kickstart funding must be new jobs.

They must not:

  • replace existing or planned vacancies
  • cause existing employees or contractors to lose or reduce their employment

The roles you are applying for must be:

  • a minimum of 25 hours per week, for 6 months
  • paid at least the National Minimum Wage for their age group
  • should not require people to undertake extensive training before they begin the job placement

All applications should include how you will help the participants to develop their skills and experience with:

  • support to look for long-term work
  • support with CV and interview preparation
  • training to develop their skills, such as teamwork, organisation, and communications as part of the role
  • Roles can be home-based

The roles you create need to be new and cannot replace existing or planned vacancies. They mustn’t cause your current workers to lose their job or get fewer hours, either.
You can demonstrate this in a number of ways, such as:
•    showing that your organisation has existed for more than one year
•    demonstrating that the organisation has more than one Director or a Board of Trustees
•    proving that your organisation has recently submitted accounts and be registered with Companies House

 

Your Kickstart Scheme job placement must give a meaningful experience of work.
This means that the work should be meaningful, with clear duties, responsibilities, and goals.
For example:
An office administration role, working as a member of a team with the opportunity to contribute to the wider office's work and learning how to use a new IT programme, would be considered meaningful. In contrast, a role working alone, conducting repetitive manual tasks for the majority of their working day, without the chance to learn new skills would not be considered meaningful.
 

 

Can a Sole Trader apply to take on a placement?
We are waiting for clarification from DWP but currently, they are not accepting applications from Sole Traders.

 

What can you do to help your application?
•    show that your organisation has existed for more than one year
•    demonstrate that the organisation has more than one Director or a Board of Trustees
•    show that your organisation has recently submitted accounts and be registered with Companies House

 

What happens after we have submitted the application to the DWP?

The application is approved (can take up to 1 month) CommUNITY Barnet pass job descriptions on to DWP,

Jobcentre Plus Work Coaches will promote placements to the eligible group (aged 16-24 claiming Universal Credit), match suitable candidates,
Employers then interview matched candidates,
Employers select the most suitable candidate,
Start dates agreed, employer registers young person on PAYE. This new employee is now a member of your team and will be subject to the same terms and conditions as your current employees. 

 

You will need to sign an agreement with CommUNITY Barnet.

When does the money get paid?
The £1500 for set up costs will be paid when the young person starts the placement and is registered on your PAYE system with HMRC.

The grant funding to pay the young person’s salary will be paid in monthly arrears when we know they are:

  • enrolled on the employer’s payroll
  • being paid through Pay As You Earn (PAYE)
  • DWP will use information from HMRC to check that the young person is still employed.

Can I employ a young person for more hours / higher pay?
Yes. You can employ for more than 25 hours per week or at a higher hourly rate than the National Minimum Wage for the young person, but the funding will not cover this, you will need to pay for this.

What happens at the end of the 6 months’ placement?
The young person may be able to move to another employment scheme when they’ve finished their 6-month Kickstart Scheme job placement, such as an Apprenticeship. Or, your business may choose to employ the young person.

What will CommUNITY Barnet actually do?
We will undertake the following roles as a Gateway organisation;

Work with businesses to ascertain the suitability of proposed placements,
Gain all the required information from businesses to submit an application to DWP
Support businesses to develop suitable job descriptions if required, this is a chargeable service. 
Support businesses to get their placements started successfully if required,
Ensure that businesses have in place a suitable programme of ‘support’ (stated above) for the young person,
Pay the appropriate funding to employers.
